The Russian government has approved a list of areas where cryptocurrency mining will be prohibited starting in 2025, with a ban set to last until 2031. This decision, reported by the news agency TASS on December 24, will affect 10 regions, restricting mining activities for a period of six years.
These regions include Dagestan, Ingushetia, Kabardino-Balkaria, Karachay-Cherkessia, North Ossetia, Chechnya, as well as the Donetsk and Luhansk People’s Republics, and the Zaporizhzhia and Kherson regions. The ban will apply to both large mining pools and individual miners.
In addition to the blanket ban, seasonal restrictions will be enforced in some of Russia’s key cryptocurrency mining areas to prevent energy shortages. The regions affected by these seasonal measures include Irkutsk, Buryatia, and Zabaikalsky in Siberia. The restrictions will be in place from January 1 to March 15 in 2025, with future years extending the ban from November 15 to March 15 during periods of peak energy consumption.
These new restrictions are a refinement of the initial proposals presented by Russian lawmakers in November, which originally planned to include 13 regions, including the crucial mining area of Irkutsk. Many large mining companies, such as BitRiver, rely on the region’s affordable electricity for their operations. BitRiver, for instance, operates a significant data center in Bratsk, which opened in 2019.
These new laws align with Russia’s broader cryptocurrency mining framework, which was signed into law by the president in the latter half of 2024, aiming to control energy use and regulate the mining industry more effectively.
