A member of the Texas House of Representatives has introduced a bill aimed at creating a Bitcoin reserve within the state’s treasury system.
The proposed legislation, informally called the “Texas Strategic Bitcoin Reserve Act,” was filed by Representative Giovanni Capriglione on Dec. 12. The bill suggests that Bitcoin be held as a reserve asset by the state’s comptroller for a minimum of five years. Rather than involving taxpayer funds, the measure encourages donations of Bitcoin from Texas residents, businesses, or government entities. Notably, it makes no reference to cryptocurrencies obtained through legal seizures, differentiating it from some national-level proposals.
“The state will not use taxpayer dollars to purchase Bitcoin, which is intended to increase the likelihood of the bill’s approval,” explained the Texas Blockchain Council, a pro-crypto advocacy group. “Instead, the Bitcoin reserve would be built through contributions from Texans, U.S.-based companies, and other available state resources.”
The draft legislation, listed as HB 1598, would require support from two-thirds of the Texas Senate and House of Representatives to pass. However, lawmakers won’t consider the bill until the state legislature reconvenes for its 89th regular session on Jan. 14.
Other States Eyeing Bitcoin Reserves
The Texas proposal comes as similar initiatives have surfaced in other states, including Alabama and Pennsylvania, following the 2024 U.S. elections. With Republicans now controlling the presidency and both chambers of Congress, interest in Bitcoin as a strategic asset has grown. President Donald Trump had pledged to investigate the possibility of a national Bitcoin reserve during his campaign, a concept that appears to have inspired state-level legislation.
In Pennsylvania, a Republican lawmaker recently proposed a bill for a Bitcoin reserve, drawing on a framework developed by the advocacy group Satoshi Action Fund. According to Dennis Porter, the group’s co-founder, the same approach was adopted in crafting Texas’ draft legislation.
